What ships with the material.
The certificate leaves the dock in the same truck as the drum it describes. If it is not ready, the truck waits. Everything below travels with the shipment.

The part of the lot that stays behind.
A retain is the only thing that makes a disagreement solvable. When your incoming laboratory reads a different number than ours, the argument is settled by testing the same material again — not by comparing paperwork.
The label on the drum and the certificate in the file carry the same lot number, or the drum does not move.

Who signs it.
Interstate does not own a mill. We put each material on the line that can hold its band — which is rarely the same line twice — and that freedom is the whole reason the structure is built this way. Whoever runs the lot, the number is answered here: you deal with the same people for the specification, the quotation and the complaint, and we qualify a second source for every material we run.

Where we will say no.
If a material needs a certification we do not hold, we will say so rather than route it and hope. If a band is achievable only at a price that makes the program pointless, we will show you the arithmetic instead of quoting around it. A supplier who has never refused anything has not been tested yet.
Test us on ten grams.
If the certificate and the label disagree, the shipment does not leave the dock. Send the material, the band and the volume — a written specification and a sample come before any volume moves.
